California's a Winner in keeping Traffic under Control

A report from the Advocates for Highway and Auto Safety (via the Mercury News) placed California fourth best in the nation for having the most effective traffic laws. Fifteen laws helped California get the ranking. They include motorcyclists to wear a helmet; allowing police to pull over drivers when the driver or passengers are not wearing seat belts; and restrictions on new drivers younger than 18. However, some laws, like not requiring breath testing ignition devices for drunk driver offenders, were not favored by the advocacy group. Our take?
